Ormond Beach Planning and Development Objectives


Mission Statement: We advocate an aesthetic, environmentally sensitive approach to the treatment of this area, placing Oxnard on the map as a progressive city, a desirable tourist destination and a city in which its residents take pride.


Goal: Public ownership of the Ormond Beach Wetlands Preserve.


In order to conserve, enhance and provide access to Ormond Beach, the following must be implemented:


  1. Establish a Specific/Master Plan for the Ormond Beach area and bring the zoning into conformance.

    1. Conform the Ormond Beach Master Plan to the California Coastal Act Policies.

    2. Ensure that the Ormond Beach Specific Plan is in place prior to any negotiation for sale or development.

    3. Require that all development plans evaluate their impact on the wetlands and on the people in the neighborning communities.

    4. Provide convenient beach access as required by law.

    5. Incorporate young people into planning, restoring, and maintaining the wetlands preserve.

  2. Give priority to California Conservancy towards the purchase of all Ormond Beach property, and work with them on the Wetland Restoration and land acquisition.

  3. Shut down Halaco. Remove and clean up the slagheap. Restore and buffer the degraded Ormond Beach Wetlands Preserve ecosystem.

  4. Identify funding for the purchase and restoration of the Wetlands.

  5. Create a public park on the 38-acre parcel located on the south side of Hueneme Road bordered by Perkins Road on the west and the railroad tracks to the south and east. The integrity of the Wetlands cannot be compromised by construction.

  6. Utilize the wetlands as a living laboratory for educational, research and recreational purposes.

  7. Include the Saviers Road Design Team final map for the Ormond Beach area in the Environmental Impact Report plus those submitted by the City of Oxnard and the Ormond Beach Task Force.

The Saviers Road Design Team is a community group and we work as a team. Most of our group are long-time residents of South Oxnard, but we also have members from other areas of Oxnard and Ventura County. We meet every Monday night and our meetings are always open public meetings. We are a very diverse group, but we share a common goal to improve and revitalize our community.

Our primary area of interest is the preservation and restoration of the Ormond Beach Wetlands in South Oxnard. We advocate for safe public access that will allow people to enjoy this wonderful asset and protect the sensititve habitat.

We are united in our opposition to the Liquefied Natural Gas proposals off our coast. Through our extensive research, we have learned that these experimental facilities are dangerous and are not needed.

We also support the development of College Park in Oxnard as a multi-use public park. We believe the park must serve our community and especially our youth.

We actively support our local businesses, the development of our new South Oxnard Library, upgraded medians on Saviers Road, restoration of the historic cemeteries on Pleasant Valley Road, and we review new development proposals in South Oxnard.
